Morocco and eu unveil major water policy support program

A significant program, valued at 348 million euros (3.7 billion Moroccan dirhams), has been officially launched to bolster Morocco’s National Water Policy. This collaborative initiative, unveiled on Tuesday, involves the Moroccan Ministry of Equipment and Water, the European Union (EU), Germany, France, and Italy.

This groundbreaking endeavor operates under a unified “Team Europe” approach. Its financial architecture includes 48 million euros in grants from the EU, complemented by three distinct concessional loans, each amounting to 100 million euros. These crucial funds are being mobilized by the Agence Française de Développement (AFD), which leads the program, alongside Italy’s Cassa Depositi e Prestiti (CDP) and the German development bank Kreditanstalt für Wiederaufbau (KfW).

The European backing is strategically designed to aid Morocco in implementing a robust framework of public water policies. This framework is structured around four primary objectives: enhancing comprehension of water resources in the face of climate change impacts, fortifying the management of extreme weather phenomena like droughts and floods, safeguarding the quality of water resources and biodiversity, and ultimately, preserving vital groundwater reserves.

This comprehensive European assistance aligns seamlessly with the Morocco-EU Green Partnership, established in October 2022, and the Pact for the Mediterranean, adopted in November 2025. Both agreements underscore climate resilience and proficient water resource management as shared, paramount priorities.

Moreover, this initiative is set to amplify Morocco’s ongoing efforts, particularly through its National Water Plan and the ambitious National Program for Drinking Water Supply and Irrigation (PNAEPI) spanning 2020-2027.
