Systematic oversight: IGF launches major audit of DRC’s mining sector

The Democratic Republic of Congo (DRC) is taking bold steps to tighten financial oversight in its mining sector, with the Inspection Générale des Finances (IGF) deploying 118 inspectors across nearly 200 public and private entities for the 2026 fiscal year. On June 4, a targeted deployment specifically focused on mining operations, aiming to scrutinize revenue generation nationwide.

While the audit encompasses payroll verification for state employees, revenue monitoring, and public asset tracking, the mining sector remains the primary focus. This initiative, spearheaded by Christophe Bitasimwa Bahii, Head of the IGF, stems from decisions made during the 87th Council of Ministers meeting and aligns with the government’s broader push for transparency and efficiency in public revenue mobilization.

Mining sector under the microscope

The mining industry is a cornerstone of the DRC’s economy, contributing significantly to state coffers. However, authorities seek greater clarity on the entire value chain—from production and declaration to revenue collection and traceability. By conducting this audit, the IGF aims to:

The IGF’s campaign follows an initial audit wave earlier this year, with this second phase intensifying scrutiny on high-revenue sectors. Emmanuel Tshibingu, Deputy Head of the IGF, emphasized the continuity of these efforts:

« We launched the first audit wave for fiscal 2026 earlier this year, and today we’re rolling out the second phase. Some missions are government-requested, including mining revenue audits, while others target customs and tax revenues through strategic deployment of inspectors at key checkpoints to maximize collections. »

« As senior civil servants, our actions must never compromise the interests of our nation. Conduct your duties fearlessly, resisting external influences or intimidation. Maintain objectivity, independence, and impartiality in your findings. These principles must guide every observation and conclusion you draw. »
