Bénin overhauls intelligence apparatus, establishes new general directorate of services

Bénin has embarked on a significant overhaul of its national intelligence framework, establishing the Direction générale des services (Dgs) to supersede the former Direction des services de liaison et de documentation (Dsld). This strategic move marks a new chapter in the nation’s security operations.

This extensive restructuring is a direct response to the escalating threats of terrorism and cross-border criminal activities prevalent across the sub-region. The primary objective is to equip Bénin with a more advanced and highly effective intelligence service. The newly formed Dgs will be instrumental in the collection, in-depth analysis, and strategic utilization of critical intelligence. Furthermore, it is tasked with bolstering threat prevention mechanisms and fostering enhanced collaboration with partner intelligence agencies.

Continuity in leadership

Captain de frégate Orphée Hounkanrin, who previously led the Dsld, will continue at the helm of the new Dgs. While the specific achievements of the Dsld largely remain undisclosed to the public due to national security protocols, the decision to retain its former director strongly suggests the authorities’ satisfaction with his performance. By reaffirming their trust in Captain de frégate Orphée Hounkanrin, Béninois decision-makers appear to acknowledge his profound expertise and his vital contributions to strengthening the country’s intelligence capabilities amidst a particularly demanding security landscape.
