Bénin: parliament entrusts republic mediator duties to CES first vice-president

On Wednesday, June 24, 2026, members of Bénin’s 10th legislature convened at the Palais des Gouverneurs for a plenary session. During this assembly, they meticulously reviewed and subsequently passed a legislative proposal aimed at amending Law No. 2009-22 of January 3, 2014, which governs the institution of the Republic’s Mediator.

This significant legal reform officially abolishes the practice of a separate appointment for the position of Republic Mediator, thereby streamlining the operational framework of state institutions.

Moving forward, the responsibilities associated with this crucial conciliation body will be automatically undertaken by the first vice-president of the Economic and Social Council (CES). Given the current composition of the CES, this substantial role now directly falls upon Razacki Amouda Issifou.

Consequently, Mr. Issifou will now concurrently hold his existing prerogatives as the first vice-president of the consultative institution alongside his newly assigned duties as the Republic’s Mediator.

The newly appointed Republic Mediator steps into this role with the distinguished background of a seasoned jurist and a wealth of high-level state experience. Razacki Amouda Issifou has notably shaped Bénin’s public sphere through his successive tenures as both vice-president and subsequently president of the Constitutional Court.

His distinguished career also includes serving in the National Assembly, where he presided over the esteemed Laws Commission. Furthermore, he was the former Secretary-General of the inaugural Autonomous National Electoral Commission (CENA) in 1996. Between 2010 and 2015, he held the position of mayor, following various strategic leadership roles within the Ministry of Justice.

His profound understanding of administrative and constitutional frameworks undoubtedly positions him as a significant asset to effectively lead this revised structure of the Republic’s Mediator.
