French Prime Minister Sébastien Lecornu concluded a landmark two-day visit to Rabat today, reaffirming the deepening strategic partnership between France and Morocco. During high-level talks with Moroccan Prime Minister Aziz Akhannouch, both leaders committed to elevating bilateral relations to a new level of cooperation.

Key Developments in the Strategic Dialogue

The 15th session of the High-Level Meeting framework—last convened in 2019—served as the backdrop for these pivotal discussions. Lecornu described the encounter as a “turning point”, emphasizing the need to “scale up cooperation” across multiple sectors, particularly in security and counterterrorism initiatives.

New Bilateral Framework Proposed

Among the major announcements was the potential signing of a “landmark friendship treaty” between the two nations. Additionally, plans for a state visit by Morocco’s monarch, King Mohammed VI, to Paris were discussed, though no specific timeline was confirmed. Lecornu also proposed positioning Morocco as a “key anchor” for enhanced collaboration between the kingdom and the European Union.

Converging Interests in Africa

Both leaders underscored shared security concerns in the Sahel region, where France and Morocco face common threats from jihadist groups. They pledged to intensify joint efforts to combat terrorism and stabilize the region.

Counterterrorism and Regional Stability

Lecornu highlighted the “converging interests” of both countries in Africa, particularly in addressing the growing influence of extremist organizations. The French Prime Minister reiterated France’s commitment to supporting Morocco’s regional security initiatives.

Moroccan Response and Future Commitments

In a message conveyed through the Moroccan Press Agency (MAP) on the occasion of Bastille Day, King Mohammed VI praised the “consolidation of privileged relations” between the two nations. Akhannouch, for his part, called for “accelerating the implementation of agreements” established during the 2024 partnership and preparing for the next phase of bilateral cooperation.

Diplomatic Reassurance Amidst Regional Tensions

The visit follows a period of diplomatic strain, including visa disputes and espionage allegations involving the Pegasus software. While a consortium of international media outlets published reports on the alleged use of Pegasus by Moroccan authorities, Rabat has consistently denied these claims as “unfounded and misleading”.

The French delegation, comprising twelve ministers including Foreign Affairs Minister Jean-Noël Barrot and Interior Minister Laurent Nunez, was received with full military honors upon arrival in Rabat.
