Gabon’s government reviews african development bank projects for accelerated execution

The Gabonese government is committing to enhanced oversight of projects funded by the African Development Bank (AfDB) to ensure their swifter realization. This commitment was underscored during a working session on Monday, June 29, 2026, chaired by Vice-President Hermann Immongault. The meeting brought together an AfDB delegation led by its country administrator, Mamour Ousmane Ba, and included Planning Minister Louise Mvono and Agriculture Minister Pacôme Kossy. This engagement follows recent high-level discussions between the Gabonese President and the AfDB President in Brazzaville, held during the institution’s annual assemblies, with the primary goal of assessing project progress and addressing any impediments to their implementation.

Hermann Immongault reiterated the government’s resolve to implement more stringent monitoring across all projects within the AfDB’s portfolio. For the executive branch, resources secured through national debt must deliver tangible benefits for the populace, aligning with the objectives set forth in the National Growth and Development Plan. The Vice-President emphasized the critical need for transparency, efficiency, and adherence to established timelines, asserting that every stakeholder must fully embrace their responsibilities to boost the effectiveness of public investments.

A strategic action plan to expedite development initiatives

Capitalizing on the AfDB delegation’s presence in Libreville, the government finalized an action plan designed to accelerate projects experiencing significant delays. Two initiatives are currently receiving particular attention from authorities: the Libreville Integrated Drinking Water Supply and Sanitation Program (PIAEPAL) and the crucial Ndendé-Doussala road. Regarding the latter, Hermann Immongault conveyed the Head of State’s concerns over the slow pace of construction, urging immediate corrective measures. Furthermore, the government has undertaken an internal review of its own operational challenges to strengthen coordination with its financial partner.

For his part, Mamour Ousmane Ba lauded the reforms initiated by Gabonese authorities and reaffirmed the African Development Bank’s unwavering commitment to supporting the nation’s development priorities. He elaborated on the guiding principles of the New African Financial Architecture for Development (NAFAD), a framework designed to enhance investment efficiency across the continent. With a robust portfolio of structuring projects in Gabon spanning water, vocational training, agriculture, and road infrastructure, the AfDB remains dedicated to fostering the country’s development.
