Morocco and Benin strengthen ties with 14 key agreements in Cotonou

In a landmark gathering held in Cotonou, the Kingdom of Morocco and the Republic of Benin have elevated their bilateral cooperation to new heights. On July 21, 2026, high-level delegations from both nations reviewed progress in their partnership before finalizing the signing of 14 strategic agreements and conventions. Strengthening justice, security, and legal sovereignty

The security and judicial framework emerged as a cornerstone of this seventh session. To combat transnational crime and streamline judicial processes, three pivotal conventions were ratified: one on mutual legal assistance in criminal matters, another on extradition, and a third on the transfer of sentenced persons. These legal instruments are reinforced by a dedicated security cooperation agreement, accompanied by a financial protocol for civil protection measures. Additionally, joint action plans in the justice sector were updated to ensure a robust institutional framework that safeguards the stability and safety of citizens in both countries.

Investing in human capital and productive sectors

Education, vocational training, and youth development took center stage in the bilateral roadmap. An existing framework agreement for academic scholarships, internships, and knowledge exchange has been extended through 2029, alongside a vocational training convention. New avenues of collaboration are opening in higher education, scientific research, and innovation, bolstered by a memorandum of understanding focused on sports and athletic training.

Economic, environmental, and sectoral cooperation also saw significant advances. A mutual administrative assistance agreement in customs matters was established, along with a protocol to enhance food safety standards. The tourism and environmental sectors were not overlooked, with a joint promotional tourism partnership and a memorandum dedicated to ecological transition and sustainable development.
