This morning, the Nigerien Minister of State for National Defense, General Salifou Mody, presided over the opening ceremony at the War College for the inaugural session of the defense and military attaché training program. This initiative, spearheaded by the Ministry of National Defense in partnership with the Ministry of Foreign Affairs, marks a historic milestone in the evolution of Niger’s military diplomacy.

For decades, Niger lacked a formal institutional framework to prepare defense and military attachés for their critical roles. This inaugural training session breaks from that tradition by equipping participants with the skills they need to excel in their future responsibilities. The program reflects a commitment to elevate the quality of Niger’s military diplomacy in alignment with the strategic vision of General Abdourahamane Tiani, President of the Republic and Supreme Commander of the Armed Forces.

Speaking at the ceremony, General Salifou Mody emphasized that this initiative goes beyond mere institutional capacity building. « This training is a strategic response to the evolving security, diplomatic, and geopolitical landscape, where the role of defense attachés has become increasingly vital. » He further noted that these officers serve multiple critical functions: as key envoys of national defense policy, facilitators of military cooperation, strategic analysts, promoters of cultural and economic values, and crisis managers. In essence, they are defenders of national interests.

The Minister underscored that military diplomacy is a cornerstone of Niger’s foreign policy, fostering trust between nations, enhancing operational capabilities, and contributing to global peace and stability. To succeed in this role, defense attachés must possess not only military expertise but also a deep understanding of diplomacy, geopolitical dynamics, and analytical acumen.

General Mody urged participants to embrace the weight of their responsibilities, stating: « Your role is far from ordinary. You must embody excellence, navigate legal complexities, build trust with counterparts, advocate for Niger’s strategic interests, forge mutually beneficial partnerships, and provide insightful analyses to guide the highest authorities. »
