The Russian Federation has appointed a new ambassador to Benin. President Vladimir Poutine signed a decree on July 21, 2026, naming Mikhail Alekseyevich Golovanov as extraordinary and plenipotentiary ambassador to the Republic of Benin. This appointment concludes the nearly nine-year tenure of Igor Evdokimov, who had been representing Moscow in Cotonou during that period.
An experienced diplomat takes the helm in Cotonou
Mikhail Golovanov brings extensive experience to his new role as Russia’s envoy in Benin. A graduate of Moscow State Institute of International Relations (MGIMO) in 1982, he has spent most of his career focused on African affairs. His diplomatic assignments have taken him across the continent, including postings in Madagascar, the Republic of the Congo, and Côte d’Ivoire.
Before arriving in Cotonou, Golovanov served as Russia’s ambassador to Djibouti and as a non-resident representative to Somalia. Elevated to the rank of extraordinary and plenipotentiary ambassador in 2022, he now assumes his duties in Benin with deep knowledge of African political and diplomatic landscapes.
Strengthening ties between Russia and Benin
This diplomatic reshuffle reflects a broader Kremlin strategy to revitalize and expand Russia’s diplomatic footprint in Africa.
