Senegal’s national assembly inaugurates public policy evaluation committee, ousmane sonko at the helm

A significant reform has recently been implemented within Senegal’s legislative framework. Yesterday, Friday, August 26, 2026, the National Assembly formally established the Public Policy Evaluation Committee (CEPP). This new body finally delivers on a commitment made during the 2016 constitutional review, marking a pivotal moment for transparency and robust governance across the nation.

The CEPP transcends being merely another parliamentary committee. Its core strategic objective is to meticulously assess the tangible impact of state investments on the daily lives of Senegalese citizens. This institution is tasked with structuring, executing, and monitoring the evaluation of public policies. Through this mechanism, members of parliament will gain the capacity to verify that public finances are managed with both efficiency and accountability.

Parliamentarians will no longer be limited to merely enacting legislation. They will now possess a dedicated technical arm to measure the effectiveness of governmental actions. To ensure its legitimacy and broad acceptance, the CEPP’s composition includes key figures from the National Assembly, representing all political persuasions. Its members comprise the President of the National Assembly, the heads of parliamentary groups, the chairs of the 14 permanent commissions, the representative for non-affiliated deputies, and nine additional deputies appointed proportionally to the political forces present.

This inclusive structure is designed to guarantee democratic balance, integrating both the majority and opposition parties into the critical process of overseeing public governance.

Ousmane Sonko assumes leadership of the bureau

During the inaugural session, the CEPP bureau was elected to guide the committee’s initial undertakings. As anticipated, the presidency was entrusted to Ousmane Sonko, who currently serves as the President of the National Assembly. His leadership will be instrumental in endowing the committee with the necessary authority when engaging with the Executive branch.

He will be supported by Mohamed Sall, who was elected First Vice-President, and Djimo Souaré, appointed Second Vice-President. The administrative functions and the crucial task of drafting reports will be handled by Béatrice Germaine Faye and Adama Diallo, serving as First Secretary and Second Secretary, respectively.

This vote heralds a new era for Senegalese parliamentarism. The CEPP is now expected to swiftly outline its work schedule. Citizens will keenly await the initial evaluation reports, particularly concerning vital sectors such as health, education, and the economy.
