
The Committee for the Evaluation of Public Policies (CEPP) is tasked with structuring, directing, and monitoring parliamentary assessments of public policies. Its primary goal is to enhance the oversight of governmental actions and improve the effectiveness of implemented policies.
The National Assembly has achieved a significant milestone in strengthening parliamentary control. On Friday, August 21, 2026, deputies convened for the inaugural meeting of the Committee for the Evaluation of Public Policies (CEPP). This crucial session focused on the official establishment of the committee and the election of its Bureau.
This formal launch marks a pivotal moment in Senegalese parliamentary governance. The constitutional revision of 2016 had paved the way for the evaluation of public policies, and with the CEPP now fully operational within the National Assembly, this mandate is being realized. The committee’s core responsibility involves organizing, leading, and tracking parliamentary evaluations of public policies, thereby reinforcing the scrutiny of public administration and ensuring the optimal impact of government initiatives.
Composition of the Committee for the Evaluation of Public Policies
The committee comprises key parliamentary figures: the President of the National Assembly, the presidents of the various parliamentary groups, the representative for non-registered deputies, and the presidents of the 14 permanent commissions. Additionally, nine other deputies and their alternates are included, selected proportionally based on the administratively formed parliamentary groups and taking into account proposals from non-registered deputies.
Following its initial gathering, the CEPP’s Bureau was officially established. Ousmane Sonko, who also serves as the President of the National Assembly, was confirmed as the committee’s President. He is supported by Mohamed Sall as the First Vice-President and Djimo Souaré as the Second Vice-President. Béatrice Germaine Faye was appointed as the First Secretary, while Adama Diallo took on the role of Second Secretary.
Through the formation of this committee, the National Assembly aims to concretize the parliamentary evaluation of public policies and significantly strengthen its oversight function over governmental actions.
