Prime Minister Ousmane Sonko has unveiled a comprehensive strategy aimed at significantly enhancing Senegal’s commercial infrastructure. Addressing the widespread deterioration of market facilities, many of which date back to the 1970s, and responding to a concerning record of 53 market fires between 2013 and 2024, the government head is spearheading the Market Modernization and Management Program (PROMOGEM) as a core component of its 2025-2029 Strategic Plan.
This ambitious initiative targets the renovation of 528 existing markets across the nation and the construction of 67 brand-new, modern commercial complexes. The project is backed by a substantial public investment of 57.5 billion CFA francs, allocated over a four-year period.
Agricultural campaign, anti-flood strategies, and digital sovereignty
Regarding the upcoming 2026-2027 agricultural season, the Prime Minister has called for immediate corrective actions to tackle deficiencies in beneficiary targeting, bolster seed autonomy, and resolve storage limitations. While a comprehensive overhaul of agricultural subsidies is pending, the immediate priority involves accelerating digitalization efforts in the pilot regions of Tivaouane and Nioro.
In the realm of flood management, directives for immediate implementation have been issued to ensure the validation of communal emergency plans and to organize an inter-ministerial simulation exercise before June 15, 2026. Furthermore, concerning the Sénégal Connect Park, a critical strategic project that is 95% complete but currently hindered by contractual disagreements, the government has demanded the prompt submission of a revised closing schedule to the African Development Bank (AfDB).
