The Local Development Committee (CLD) convened in Lomé on June 5, 2026, to assess the Togo-France partnership in sustainable and inclusive investment while outlining key priorities for 2026-2028.
Serving as a coordination platform between French development actors in Togo and local partners, the CLD works to align development initiatives with national priorities to maximize impact.
Progress in education, vocational training, and social cohesion
Significant strides have been made across education, vocational training, territorial development, entrepreneurship, and social cohesion over recent years.
Key achievements include the establishment of the École Polytechnique du Togo, supported by French aid, alongside the awarding of 95 government scholarships to Togolese students. The ‘Études en France’ program welcomed over 8,200 participants in 2025, with expanded Campus France centers now operational in Lomé and Kara. The network of French curriculum schools has grown substantially, increasing from 857 to over 2,500 enrolled students in four years.
Cultural and sports initiatives reach over 17,000 beneficiaries
French-backed programs in creative industries have engaged more than 17,000 audiences, trained over 350 individuals, and supported 24 artistic residencies. Additionally, France supported the creation of the National Agency for Local Government Training (ANFCT) to bolster Togo’s decentralization efforts.
€395 million invested in critical sectors
The French Development Agency (AFD) has committed nearly €395 million to high-impact projects across key sectors in Togo.
These investments have improved access to clean water for over 552,000 people and electricity for approximately 125,000 households. They’ve also modernized 49 technical and vocational training centers and upgraded or constructed 600+ kilometers of rural roads, benefiting over 500,000 farmers.
Three focus areas for 2026-2028 cooperation
For the next three years, French cooperation will prioritize three core objectives: fostering inclusive economic growth and job creation, expanding access to essential infrastructure and services, and strengthening governance, human rights, and social cohesion.
The partnership will particularly emphasize youth employability, private sector development, entrepreneurship, and local governance dynamics. Gender equality and targeted support for the Savanes region remain key cross-cutting priorities.
This renewed commitment underscores France’s dedication to sustainable, inclusive development in Togo, in synergy with other technical and financial partners.
