Bénin unveils inaugural list of members for the newly formed Senate

The establishment of the Senate in Bénin is gaining significant momentum. The government has finalized the initial roster of dignitaries designated to serve as ex-officio members of this new legislative body, which was created following the constitutional revision of November 2025.

Prominent figures appointed to the upper house

The list of future senators includes several high-profile political figures who have previously held the highest offices in the land. Notably, former presidents Nicéphore Soglo, Boni Yayi, and Patrice Talon are set to join the institution by virtue of their past roles as heads of state.

They will be accompanied by veteran legislators who once led the National Assembly. This group includes Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago. Their inclusion aligns with the legal provisions governing the composition of this new branch of Parliament.

Furthermore, the Senate will integrate judicial expertise through the participation of former presidents of the Constitutional Court. Those named in the government’s list include Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon.

The framework of the new institution

The creation of the Senate is a direct result of the constitutional overhaul adopted in November 2025, which introduced a bicameral system to Bénin. The structure of this second chamber consists of ex-officio members and other representatives appointed according to specific legal criteria.

To qualify as an ex-officio member, individuals must have served as President of the Republic, President of the National Assembly, or President of the Constitutional Court for at least half of their official term.
