Côte d’Ivoire financial scandal rocks teachers’ mutual fund

The long-running investigation into alleged embezzlement at Côte d’Ivoire’s teachers’ mutual fund (Mupemenet-CI) has culminated in legal action, with three prominent figures now facing prosecution over the alleged misappropriation of over 5 billion FCFA.

Prosecutorial action concludes months-long inquiry

After an exhaustive multi-month investigation spearheaded by the Economic and Financial Crimes Unit, Prosecutor Aboya Koffi Jean-Claude has formally closed the case by ordering the remanding of three individuals connected to the scandal. The accused include the executive director of Mupemenet-CI, Agré Lynx Bourgelat, and the organization’s financial director, Koné Allagnan, both transferred to the Abidjan penal facility (formerly MACA) to await trial.

Alleged involvement of political figure in embezzlement ring

During investigative hearings, both accused officials implicated Dao Ibrahim Kinan, a businessman and president of the political party Les Avertis. They alleged that Kinan orchestrated a network of shell companies—operating under entities including IDK and TICS SERVICES—that facilitated the systematic siphoning of funds from the teachers’ mutual fund.

Following intensive questioning by financial crime investigators, Dao Ibrahim Kinan was also placed under arrest and incarcerated pending judicial proceedings.
