Dgi’s Ouagadougou conference charts a path for advanced document management

From November 26 to 27, 2025, in Ouagadougou, the Direction Générale des Impôts (DGI) convened its 14th annual conference, focusing on the crucial theme: “Modernizing document archiving to enhance DGI performance: challenges and prospects.” Following two days of intensive discussions, participants unanimously adopted two key resolutions and a vital recommendation, designed to significantly accelerate the transformation of the institution’s archiving system.

Over the course of these two days, approximately 150 participants engaged in a dynamic panel discussion and two specialized workshops. These sessions explored critical topics, including contemporary archiving policies, the inherent structural challenges in effective document management, and the transformative potential of digitalization in boosting DGI’s overall performance.

At the conclusion of the proceedings, attendees formulated two pivotal resolutions. The first aims to systematically address the existing backlog of archives through comprehensive collection, meticulous sorting, secure preservation, and the judicious elimination of obsolete documents. The second resolution emphasizes the critical need to secure the active involvement and unwavering support of all DGI stakeholders, across every hierarchical level, in the successful implementation of this vital modernization initiative.

A strategic human resource recommendation

The primary recommendation underscored the imperative to bolster the archival staff within the archives department. This strengthening of human resources is deemed indispensable for meeting the rigorous demands of modern, structured, and sustainable administrative document management.

Éliane Djiguemdé/Ouédraogo, the Director General of Taxes, articulated two significant challenges facing the DGI. These include the standardization of existing archives to ensure documents are classified in strict adherence to contemporary archiving standards, and the crucial transition to digital solutions, which necessitates the development of bespoke tools for rapid and highly efficient digital archiving.

She further highlighted the profound importance of a structured archiving system, particularly for securing land titles. “When information about a parcel of land is required, it is essential that documents are properly organized to minimize processing times. This is fundamental to effectively respond to the needs of our partners,” she explained, emphasizing the impact on government efficiency.

Representing the minister, technical advisor Souleymane Nabolé commended the dynamic trajectory initiated by the DGI. In his view, “the modernization of archiving is not merely a technical reform; it represents an act of national sovereignty,” underscoring its broader strategic significance.

It is worth noting that the DGI is already actively engaged in the digitalization of its services through various initiatives, including teleprocedures, the SYC@D platform, the eDocument solution, and the progressive automation of numerous administrative processes, demonstrating a strong commitment to digital transformation and efficient information management.
