On Monday, Ugandan President Yoweri Museveni welcomed Floribert Anzuluni Isiloketshi, the Democratic Republic of the Congo’s Minister of Regional Integration and special envoy of Kinshasa, at his Kisozi farm. Their discussions centered on the escalating security challenges in eastern DRC and the urgent need for regional cooperation to restore peace and stability in the Great Lakes area.
The meeting follows a series of diplomatic consultations between Kinshasa and Kampala, aimed at tackling the persistent security threats plaguing the eastern provinces of the DRC. These talks underscore the deepening collaboration between the two nations to address the region’s most pressing crises.
Museveni took to the platform formerly known as X to highlight the importance of the dialogue. « This morning, at my Kisozi farm, I received Mr. Floribert Anzuluni Isiloketshi, the special envoy of the Democratic Republic of the Congo. We addressed issues of mutual concern, particularly the security situation in eastern DRC. Peace and stability in our region are vital for the prosperity of our people, and we will continue working with regional partners to address the challenges facing eastern Congo, » he stated.
Anzuluni Isiloketshi expressed gratitude for the warm reception and underscored Uganda’s role in fostering peace. « I extend my thanks to President Yoweri Museveni for the hospitality extended to our delegation. We deeply appreciate his commitment to restoring peace in eastern DRC, » the envoy noted.
The timing of this meeting is critical, as the provinces of North Kivu, South Kivu, and Ituri continue to grapple with relentless insecurity. The resurgence of the M23 and the persistent attacks by the Allied Democratic Forces (ADF) have triggered mass displacements and hindered efforts by Congolese authorities to stabilize the region.
As the president’s special envoy, Floribert Anzuluni Isiloketshi is tasked with reinforcing diplomatic ties and rallying regional support for initiatives aimed at achieving lasting peace in eastern DRC. His mission highlights Kinshasa’s proactive approach to regional engagement in addressing the crisis.

The joint security operation « Shujaa », launched in November 2021, remains a cornerstone of DRC-Uganda collaboration. The initiative, involving the Congolese Armed Forces (FARDC) and the Uganda People’s Defence Forces (UPDF), targets the ADF, notorious for its attacks on civilians in eastern DRC. The operation’s renewal underscores the unwavering commitment of both nations to combat armed groups.
Beyond security, the two countries are also advancing economic ties, particularly through cross-border infrastructure projects designed to boost trade and regional integration. This dual focus on security and economic development reflects their shared vision for a stable and prosperous Great Lakes region.
