France and Morocco are finalizing a groundbreaking bilateral treaty designed to redefine their long-term cooperation. This historic agreement aims to adapt to the evolving challenges of the coming decades while establishing a robust framework for future collaboration.

A high-level committee, composed of French and Moroccan experts, is actively shaping the treaty’s content. The goal is not merely to strengthen existing ties but to create an unprecedented, stable, and ambitious partnership that will guide bilateral relations for years to come.

a historic opportunity to deepen strategic ties

This initiative follows the state visit of French President Emmanuel Macron to Morocco in October 2024. Both nations have since been working to fulfill the commitments made during that visit and to launch innovative projects across multiple sectors.

The upcoming treaty will prioritize cooperation in key areas such as industry, energy, transportation, defense, security, agriculture, culture, and higher education. Enhanced mobility for entrepreneurs and students is also high on the agenda, reflecting a shared vision for stronger people-to-people exchanges.

French Interior Minister Sébastien Lecornu, speaking in Rabat on July 16 during the 15th high-level Franco-Moroccan meeting, highlighted the treaty’s potential. He emphasized that France’s first bilateral treaty with a non-European Union country would set a new standard for international partnerships.

Lecornu also underscored the importance of joint efforts in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security agreement is expected to complement this treaty, reinforcing the two countries’ collaborative approach to regional stability.

The French official reiterated France’s unwavering stance on the Sahara issue, describing it as “inalienable.” He reassured that this position remains unchanged and will continue to shape France’s interactions with Morocco.
