France is seeking to redefine its relationship with Morocco through a groundbreaking bilateral treaty. This agreement aims to establish a long-term cooperation framework and adapt to evolving challenges over the coming decades.

French Interior Minister Sébastien Lecornu unveiled this initiative during a joint press conference in Rabat on July 16, following the 15th high-level Franco-Moroccan meeting. The French delegation, led by Lecornu, included twelve ministers who engaged with their Moroccan counterparts.

« We are crafting a historic bilateral treaty between France and Morocco—the first such agreement France will sign with a nation outside the European Union, » Lecornu stated in his official remarks.

A dedicated joint committee of French and Moroccan experts is currently shaping the treaty’s content. Rather than merely celebrating diplomatic ties, the agreement aims to create a « singular, enduring, and forward-looking » framework for future collaboration.

A transformative shift in Morocco-France relations

This initiative builds on the momentum of President Emmanuel Macron’s state visit to Morocco in October 2024. Both governments are now tasked with translating those commitments into tangible projects and expanding cooperation across key sectors.

Paris and Rabat are prioritizing collaboration in industries such as energy, transportation, defense, agriculture, culture, and higher education. Enhanced mobility for entrepreneurs and students is also a central focus.

Lecornu highlighted the robust cooperation between Moroccan and French authorities in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security pact is in the works to further solidify this partnership.

The French government reaffirmed its unwavering stance on the Sahara issue, describing its position as « unchangeable. » Paris confirmed its commitment to maintaining this stance and integrating it into all aspects of its relationship with Morocco.
