Togo and Luxembourg strengthen ties with three key agreements in Lomé

Lomé witnessed a landmark diplomatic event as Togo and Luxembourg solidified their partnership with the signing of three pivotal agreements. On 15 July 2026, Robert Dussey, Togo’s Minister of Foreign Affairs, welcomed Xavier Bettel, Deputy Prime Minister and Luxembourg’s Foreign Minister, for an official visit that underscored the depth of bilateral relations.

Diplomatic momentum builds between Togo and Luxembourg

This visit marks Xavier Bettel’s second official trip to Lomé in under two years, following his 2024 visit. The sustained engagement reflects the robust and enduring ties between the two nations, which date back to their diplomatic recognition on 7 March 1972.

To further institutionalize collaboration, both countries agreed to establish a framework for regular political consultations, paving the way for a future protocol.

Three transformative agreements for Togo’s future

The high-level meeting culminated in the signing of three agreements designed to propel Togo’s growth across critical sectors:

  • INCLURE environmental financing protocol: A landmark initiative aimed at bolstering ecological sustainability and resilience.

  • Togo-Luxembourg Indicative Cooperation Programme (PIC): A structured roadmap to enhance development aid effectiveness.

  • Togocyber+ cybersecurity programme: Leveraging the technical expertise of LuxDev—Luxembourg’s development cooperation agency—to fortify Togo’s digital transition and cybersecurity under the guidance of Cina Lawson, Minister of Digital Transition.
