Côte d’Ivoire has surpassed all expectations by securing international funding four times higher than anticipated for its National Development Plan (PND) targeting 2030. This landmark achievement underscores the country’s economic resilience and growing investor confidence following years of political stability.
Record-breaking funding commitments
The government had initially projected public funding needs of around $20 billion for the PND. However, at a high-profile investor forum in Abidjan, international partners including the World Bank, African Development Bank (AfDB), and European Union pledged over $80 billion in commitments – a fourfold increase over the original target.
Speaking at the event, Minister of Planning Souleymane Diarrassouba emphasized that “this demonstrates our strong economic fundamentals, with nearly all indicators performing exceptionally well.” He further revealed that over 70% of the total PND financing – exceeding $147 billion – is expected to come from the private sector.
Economic resilience and diversification
The West African nation has maintained an impressive average growth rate of 6.5% in recent years, recovering from the political and military turmoil of the early 2000s. This stability has attracted record foreign investment, including a successful $1.3 billion sovereign bond issuance in February at exceptionally favorable terms for an emerging market.
The PND focuses on critical sectors including agricultural modernization (accounting for 20% of GDP), infrastructure development with plans for a high-speed rail network, and the creation of national champions through targeted business support programs.
IMF endorsement and future outlook
The International Monetary Fund recently approved nearly $833 million in funding for Côte d’Ivoire through multiple assistance programs. While commending the country’s “resilient economy,” the IMF projects a slight growth moderation to 6% in 2026 (from 6.5% in 2025) and forecasts inflation to reach approximately 3.3% this year.
Once primarily reliant on agriculture, Côte d’Ivoire has been steadily diversifying its economy through recent oil, gas, and mining discoveries, further enhancing its investment appeal.
