France’s hidden agenda in the Francophonie leadership race
The International Organisation of La Francophonie (OIF) is set to elect its Secretary-General during a summit in Phnom Penh, Cambodia, on 15 and 16 November 2026. This leadership transition, which will shape the organisation’s direction for the next four years, has become a stage for diplomatic maneuvering.
Reports indicate that France is quietly pushing for the candidacy of former Romanian Prime Minister Dacian Cioloș, a move that could sideline Rwanda’s incumbent Secretary-General, Louise Mushikiwabo, and the Democratic Republic of the Congo’s candidate, Juliana Amato Lumumba, a former Minister of Culture and the Arts.
While France publicly endorses Ms. Lumumba’s bid, behind the scenes, it is actively lobbying African Francophone nations to support Cioloș. This dual strategy has raised eyebrows, especially given the stark contrast between the candidates’ profiles.
How can France justify pitting the DRC’s candidacy against Rwanda’s, a country that has just completed two terms and has shown little commitment to the French language? The DRC, with over 100 million French speakers, boasts a vibrant Francophone media landscape, prestigious universities, and a population deeply rooted in the language. It is, without doubt, the beating heart of La Francophonie.
Yet, France appears determined to undermine the DRC’s bid, seemingly prioritising Cioloș—a move that could be seen as a deliberate snub to the Congolese people. If Lumumba’s candidacy is thwarted due to France’s hidden agenda, Kinshasa may need to reconsider its relationship with Paris. As the world’s largest Francophone nation, the DRC deserves fair and respectful treatment from France.
With 90 member states, the OIF is far more than a symbolic organisation. Its Secretary-General wields significant influence, subtly shaping the diplomatic balance between Francophone nations in Africa, Europe, and the Americas. A leader must be experienced, unifying, and deeply committed to steering this strategic space forward. Ms. Juliana Amato Lumumba embodies these qualities.
