The drive to modernise Gabon’s land and cadastral system has taken a decisive step forward. The Minister of Economy has now joined the protocol agreement with SNEDAI GROUPE, broadening the institutional backing behind a project designed to deliver a fully computerised, secure and interconnected land registry.
At the heart of the reform is a simple ambition: make land data trustworthy. By improving how parcels are located and reducing the risk of duplicate or overlapping titles, the project aims to strengthen the traceability of every land transaction. The move also aligns with Pillar III of the National Growth and Development Plan (PNCD) 2023-2030, which calls for a modernised administration and a wider rollout of digital public services. Faster, clearer and safer procedures for users are the expected outcome, in line with the Gabon Digital programme’s push for a more interconnected state apparatus.
Following the signature, SNEDAI GROUPE representatives introduced their company to the Minister of Economy and provided an update on work already carried out with the Ministry of Housing. Discussions confirmed that the project has reached the stage of validating the technical specifications, a prerequisite before the pilot phase can begin.
Thierry Minko welcomed the progress achieved and congratulated the teams involved. He also announced that a working session would be held soon to present a more comprehensive overview of the various projects led by SNEDAI GROUPE.
Three milestones in Gabon’s digital transformation push
The latest meeting follows two earlier gatherings dedicated to the digital transformation of public services.
On 14 September 2026, the Minister of Housing, Mays Mouissi, signed a protocol agreement with SNEDAI GROUPE focused on land digitalisation. The project provides for a reliable database, precise identification of parcels, a reduction in duplicates and overlaps, and interconnection with existing digital systems.
A second meeting then brought together Mays Mouissi, the Minister of Planning and Prospective, Louise Pierrette Mvono, and a SNEDAI GROUPE delegation led by its Chairman and CEO, Adama Bictogo. That session, devoted to land and civil status digitalisation, examined the group’s technological expertise, the project’s various components, their costs and financing arrangements. SNEDAI GROUPE indicated its readiness to support the project’s launch through a prefinancing mechanism.
Participants also stressed the need for close coordination between the administrations concerned. The appointment of focal points and the establishment of joint monitoring were envisaged to streamline exchanges and speed up technical preparation.
With the Ministry of Economy now on board, this institutional coordination has been widened further. The goal remains unchanged: equip Gabon with a land and cadastral system that is more reliable, more transparent and better secured, while gradually simplifying administrative procedures and improving the quality of service delivered to users.
