Gabon advances prison security modernization with new administrative hub
The President of Gabon, Brice Clotaire Oligui Nguema, officially commissioned the new annex building of the Chief Command of the Penitentiary Security in Libreville. Named in his honor as the General Brigade Building Brice Clotaire Oligui Nguema, Commander-in-Chief of the Republican Guard, this three-story structure features 38 offices designed to support the modernization of the penitentiary administration. The inauguration ceremony, held in the presence of government officials, military leaders, and dignitaries, marked a significant step forward in the country’s judicial reform efforts.
New infrastructure strengthens penitentiary security command
The newly inaugurated facility includes specialized spaces such as operations rooms, monitoring stations, and conference halls. These additions aim to enhance working conditions for personnel responsible for managing and overseeing penitentiary security operations. The project aligns with the broader restructuring of the Autonomous Penitentiary Security Corps, as highlighted by Justice Minister Augustin Emane.
Justice Minister emphasizes need for deeper penitentiary reforms
While celebrating the completion of the new administrative building, Justice Minister Augustin Emane acknowledged that structural improvements alone cannot address the systemic challenges facing Gabon’s prison system. He stressed the urgency of upgrading detention facilities, including dormitories, technical monitoring systems, and security infrastructure within prisons themselves. The minister emphasized that modernizing the central administration is only one part of a much larger transformation required to restore the state’s authority while upholding the dignity of detainees.
Balancing security and humanitarian standards in detention
Emane reaffirmed the government’s commitment to combining strict enforcement of penalties with the fundamental rights of detainees. This dual approach prioritizes secure, internationally compliant detention environments that not only prevent escapes but also foster dignity, personnel safety, and eventual reintegration. The inauguration event concluded with a tour of the new facilities, led by the President, followed by acknowledgments to the construction firm Abnia Gabon for its role in the project.
