It is with great pride that I address you today at this groundbreaking ceremony for the new 40MW power plant in N’Djamena—a transformative project that embodies the thriving partnership between the Republic of Chad and the People’s Democratic Republic of Algeria.

On behalf of the Chadian Government and in my personal capacity, I extend a warm welcome to my brother and counterpart, His Excellency Mr. Sifi Ghrieb, Prime Minister of the People’s Democratic Republic of Algeria, and the entire delegation accompanying him. Your presence here underscores the strong bonds of friendship and cooperation that unite our nations and our shared determination to deepen this relationship for the benefit of our peoples.

Esteemed leaders, distinguished guests,

This ceremony holds profound significance. It reflects the shared vision and unwavering commitment of President Mahamat Idriss Déby Itno of the Republic of Chad and President Abdelmadjid Tebboune of the People’s Democratic Republic of Algeria to strengthen bilateral ties and foster mutual progress.

The laying of this foundation stone represents more than the start of a construction project. It symbolizes a collective ambition: to harness our cooperation for sustainable development, economic prosperity, and improved living standards for our citizens.

This initiative builds upon high-level commitments, including the Memorandum of Understanding signed on April 22, 2026, and the Donation Agreement finalized on May 14, 2026, between our respective ministries. The swift transition from agreements to action demonstrates the strength of dialogue between our governments and the efficiency of collaboration between Chadian and Algerian technical teams. It also reflects the values of trust, mutual respect, and solidarity that define our partnership.

Your Excellency, Mr. Prime Minister,

With the provision of a 40-megawatt mobile gas turbine power plant, the Algerian Government is making a substantial contribution to Chad’s efforts to modernize its energy infrastructure and meet the growing demands of its population. This initiative aligns with the decades-long tradition of fraternal ties, friendship, and cooperation between our two nations.

On behalf of President Mahamat Idriss Déby Itno, the Chadian Government, and the Chadian people, I extend our deepest gratitude:

  • to His Excellency the President of the Algerian Republic;
  • to Your Excellency, the Prime Minister;
  • to the Algerian Government;
  • and to all institutions and technical teams involved in bringing this vision to life.

Ladies and gentlemen,

Energy is the backbone of economic and social development. It powers essential public services, drives economic activity, supports industrialization, and enhances quality of life. Recognizing its pivotal role, the Chadian Government has prioritized energy sector growth as a cornerstone of its development strategy.

The power plant we are launching today will significantly enhance N’Djamena’s energy supply and gradually improve the reliability of electricity provision. Its benefits include:

  • expanding electricity access for households;
  • strengthening the stability of the power grid;
  • boosting economic and productive activities;
  • enhancing the quality of public services;
  • and supporting the rapid expansion of our capital city.

The positive impacts of this infrastructure will extend to families, schools, healthcare facilities, and businesses across the city.

Esteemed leaders, distinguished guests,

The Chadian Government is fully committed to ensuring the success of this project. We will spare no effort to guarantee its smooth execution through:

  • strict adherence to agreed-upon commitments;
  • streamlined administrative and logistical processes;
  • comprehensive support for technical teams;
  • enhanced security measures at the construction site;
  • and rigorous oversight of project execution.

Our goal is to set a benchmark for successful African cooperation, built on trust, efficiency, and tangible results.

Your Excellency, Mr. Prime Minister,

The groundbreaking of this plant marks a new chapter in relations between our two nations. It reaffirms our shared belief that Africa possesses the resources, expertise, and solidarity to overcome its developmental challenges.

It also demonstrates our ability to translate political commitments into concrete achievements for our people.

In erecting this power plant, we are not merely constructing an energy facility. We are forging a symbol of trust, a testament to fraternity, and a pathway to resilience and sustainability.

We are building an emblem of exemplary cooperation between Chad and Algeria—one that celebrates the historic friendship between N’Djamena and Algiers. This initiative exemplifies pragmatic diplomacy, where Algerian expertise and training for our technicians will pave the way for autonomous management of this infrastructure. It serves as a diplomatic bridge, uniting our peoples in pursuit of shared sovereignty, prosperity, and confidence.

I am confident this project will be the first of many joint ventures in energy, infrastructure, health, education, and economic development.

Long live the friendship between the Chadian and Algerian peoples!
Long live African solidarity in the service of progress!

Thank you for your kind attention.
