The Republic of Benin has taken a decisive step in addressing critical challenges along its coastline and the Gulf of Guinea. Through the OPERA project (Ocean Prediction Enhancement in Regions of Africa), an international training initiative focused on ocean forecasting fundamentals, nearly 1,200 participants worldwide have been mobilized, propelling Beninese universities and researchers to the forefront of maritime science.
Local expertise drives a world-class maritime initiative
At the heart of this initiative lies the UNESCO Chair / CIPMA at the University of Abomey-Calavi (UAC), which spearheaded a seven-week online program (MOOC). This effort underscored the country’s academic leadership in strengthening scientific competencies. With 1,162 registrants hailing from 111 countries, Benin emerged as the most represented nation, highlighting the strong engagement of its educators, students, and environmental managers.
Dr. Frédéric Bonou, researcher and lecturer at UAC, emphasized the practical focus of the course:
« What makes this program exceptional is its hands-on approach. Every module was designed to bridge theory and real-world challenges. Whether participants are fishermen, coastal managers, or scientists, they leave equipped to tackle immediate issues in their communities. »
Cutting-edge tools for coastal and fisheries protection
Over 21 hours of interactive learning, participants explored advanced technologies such as satellite observations, Argo floats, and numerical models. The goal was clear: empower local stakeholders with actionable skills to address pressing concerns:
- Coastal erosion prevention: Enhancing wave and tide forecasting to safeguard Benin’s shoreline.
- Sustainable fisheries management: Mapping and predicting high-density fish zones.
- Maritime safety: Strengthening surveillance of Beninese territorial waters and mitigating pollution risks.
A select group of 500 learners received personalized mentorship, culminating in an academic certification awarded by the UNESCO Chair at UAC and the University of Toulouse.
A strategic partnership backed by European funding
The program’s success stems from a robust collaboration between the University of Abomey-Calavi, the Gulf of Guinea Ocean Sciences Summer School (GGOSSS), and Mercator Ocean International, with financial backing from the European Union under the Arc X / Global Gateway initiative.
By positioning the youth and volunteer scientists of UAC at the core of this international network—connecting experts from Benin, France, the United States, and Spain—the country reaffirms its commitment to leveraging ocean science as a sovereign tool for sustainable development and maritime protection.
