Local authorities now oversee health staff payroll and benefits
A landmark shift in Benin’s public health administration has placed 77 municipal governments in direct charge of managing the payroll and working conditions for all contract health workers hired under the 2025 recruitment drive.
Under the new system, each commune assumes full responsibility for administering salaries, social coverage and medical benefits of its assigned health workforce. The move is part of a broader government strategy to strengthen local governance while ensuring that frontline medical staff receive timely and reliable support.
Predictable pay and faster medical support for health workers
The circular issued on 23 July 2026 by the Minister of Decentralisation and Local Governance, Rodrigue Chaou, establishes clear financial obligations for municipalities. Salaries must now be paid no later than the 20th of every month, aligning contract workers’ remuneration schedule with that of permanent civil servants.
Beyond payroll management, communes are tasked with providing direct health coverage for their contracted staff. Local health centres take charge of processing medical claims, enabling faster reimbursements and reducing delays that previously hindered staff access to care. This proximity-based approach is expected to improve overall working conditions and morale among Benin’s expanding cohort of community health providers.
