This vital committee, officially launched by the head of state, was initially established on July 1st by the Council of Ministers. Its creation marks a continuation of the extensive institutional reforms undertaken in Bénin over recent years. President Wadagni appointed Professor Noël Gbaguidi, a highly respected figure in Bénin’s legal community, to lead the committee. He is supported by Djidjouè Gboyou as Vice-President and Igor Guèdègbè as Rapporteur. This assembly of experts is tasked with an ambitious mission: to meticulously scrutinize the entirety of Bénin’s national legislative body, identifying outdated provisions, filling legal vacuums, and resolving inconsistencies.

The fundamental premise for this reform is the recognition that Bénin’s existing legal system has been outpaced by time. Certain regulations, originally crafted for a bygone era, no longer align with contemporary social, economic, and international realities. Conversely, other critical areas suffer from a lack of legal provisions, a deficiency made increasingly apparent by modern challenges. The risk of incoherence within the legislative structure, stemming from these antiquated texts and areas of legal ambiguity, silently erodes both citizen confidence and investor trust.
