This week in Abidjan, Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, led a landmark national workshop to validate the study for the National Territorial Development Framework (SNAT CI-2045). The event brought together officials from government institutions, prefectural authorities, local governments, technical and financial partners, alongside representatives from the private sector, civil society, academia, independent experts, and media professionals.
This milestone paves the way for the adoption of Côte d’Ivoire’s first-ever national territorial planning reference document. Once finalized, the SNAT CI-2045 will provide a sustainable blueprint to guide public and private investments, enhance the effectiveness of government actions, and promote more balanced regional development across the country.
Under the leadership of President Alassane Ouattara, the Government continues to strengthen its strategic planning framework to support the country’s ongoing economic, social, and environmental transformation. Territorial planning is central to this vision, ensuring a more equitable distribution of investments, unlocking regional potential, and aligning development policies for greater coherence and impact.
The SNAT CI-2045 serves as the long-term spatial development reference, outlining where public and private investments should be located and harmonizing the efforts of the State, local authorities, and development stakeholders. Each region will be assigned specific development roles tailored to its strengths and opportunities.
“The National Development Plan 2026–2030 sets the medium-term priorities and investments driving national growth. The SNAT CI-2045 translates these priorities into a territorial framework, aligning them with a long-term vision. Together, these documents will guide coherent public action across every corner of Côte d’Ivoire. Our mission as the Ministry in charge of Territorial Planning and Regional Development is to ensure every region plays its full part in the nation’s progress,” Dr. DIARRASSOUBA explained during the workshop.
The proposed development orientations reflect a rigorous, multi-scale participatory process grounded in scientific analysis. They address key challenges such as reducing regional disparities, managing rapid urban expansion, boosting territorial competitiveness, strengthening local governance, safeguarding natural resources, and deepening regional integration.
The SNAT CI-2045 embodies Côte d’Ivoire’s ambition to build resilient, competitive, and prosperous territories where shared benefits are accessible to all. It is structured around five strategic pillars: balanced territorial development, efficient rural and urban networks, enhanced territorial governance, a high-performance resilient inclusive economy, and accelerated climate transition.
Following the validation workshop, the draft framework will be submitted to the Government for approval before being presented to Parliament for adoption. Once enacted, this first-ever national territorial planning law will empower the State to direct investments toward areas with the highest transformative potential, driving more balanced national development.
