The Social Democratic Green Party (PSDV) has closely monitored the announcement regarding the upcoming inclusive national political dialogue in the Democratic Republic of Congo (DRC).
In this regard, the PSDV commends the Head of State’s expressed commitment to engage in consultations with all social and political forces across the nation. This initiative aims to strengthen national cohesion by fostering collective deliberation, which is crucial for safeguarding the sovereignty and territorial integrity of our country, currently severely compromised by Rwandan aggression.
Consequently, the Social Democratic Green Party emphasizes that this forum must not misunderstand the fundamental cause of the current crisis: the unjust aggression our nation endures.
To ensure the success and effectiveness of this critical process, the PSDV proposes the following recommendations, serving as the terms of reference for the dialogue:
- Of the objective
Without prejudice to other significant internal political matters, this major consultation should primarily focus on the formation of a broad patriotic bloc to counter the aggression against our country.
- Of the venue
The dialogue must take place within national territory.
- Of the participation
The Social Democratic Green Party reaffirms its adherence to the principle of inclusivity, provided it aligns with realistic and structured participation modalities consistent with the DRC’s international commitments.
Internally, the dialogue will include representatives from the political majority, unarmed opposition, and civil society, with additional political figures also participating.
Regarding armed opposition groups, the PSDV advocates for them to continue, for clear reasons, the discussions initiated with government representatives outside the country. These specific talks should notably target the strict implementation of commitments made under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington agreement, without prejudice to the effective enforcement of the binding obligations stemming from UN Security Council Resolution 2773, which serves as an essential roadmap for a lasting resolution to the conflict.
- Of the moderation
Given that this is a national dialogue, the Social Democratic Green Party believes it is imperative for the Head of State to play a leading role in overseeing the proceedings, in his capacity as the nation’s representative and the embodiment of national unity, prerogatives granted by Article 69 of the Constitution.
In this role, it is incumbent upon him to designate an individual enjoying sufficient credibility among all dialogue stakeholders to facilitate the discussions. This facilitator will be supported by representatives from various religious confessions (Catholic, Protestant, Kimbanguist, Muslim, and Congolese Revival Churches) for specific tasks.
- Of the observation
The presence of representatives from the African Union and the United Nations as observers is necessary due to their direct involvement in the process of resolving the crisis caused by the aggression.
Indeed, it is to these institutions that certain conclusions of the dialogue will be presented as advocacy, particularly with a view to securing the effective implementation of United Nations Security Council Resolution 2773.
In light of the foregoing, the Social Democratic Green Party reiterates its readiness to contribute to the dialogue’s success and its unwavering commitment to restoring territorial integrity and the sacred defense of the Homeland.
