Benin inaugurates first Senate as bicameral system takes shape
Benin has officially transitioned into a bicameral parliamentary system with the inauguration of its first Senate. Established through the December 2025 constitutional amendment, this new legislative chamber held its inaugural session in Porto-Novo, the nation’s capital. Designed to oversee critical policy areas and legislative processes, the Senate will play a pivotal role in shaping the country’s political landscape and reviewing key draft laws before their final approval.

The 25 inaugural senators were sworn in at the National Assembly headquarters in Porto-Novo during a ceremony led by Élisabeth Pognon, the second oldest member of the Senate. The opening session began with a formal protocol phase, including an inaugural address and an official group photograph, followed by closed-door deliberations. In her remarks, Pognon emphasized that the Senate’s creation stems directly from the constitutional reforms approved on December 17, 2025, and expressed hope that it would enhance public trust in institutions and promote political stability.
Senate’s distinct constitutional mandate
Unlike the Constitutional Court, which interprets legal matters, the Senate operates under the authority granted by Article 113.1 of the Constitution. Its responsibilities include safeguarding national unity, strengthening state institutions, and upholding democracy, peace, and political harmony. The Senate also holds the power to impose sanctions on public figures, restricting certain political or civil rights under conditions specified by the Constitution.
Critical legislative oversight role
The Senate’s approval is required before the promulgation of constitutional amendments, electoral laws, and regulations governing political parties. This gives it significant influence over foundational legislation that shapes the country’s institutional framework. The current Senate comprises 25 members, including ex-officio representatives and appointees such as former public officials and defense and security sector veterans.
Historic shift in Benin’s governance
With this inauguration, Benin has adopted a two-chamber parliamentary system for the first time since the 1990 Constitution came into force. The Senate’s establishment marks a major evolution in the country’s governance structure, introducing a new layer of legislative review and accountability.
