National territorial planning milestone validated in Côte d’Ivoire
Under the leadership of Dr. Souleymane DIARRASSOUBA, Côte d’Ivoire’s Minister of Planning and Development, a major national workshop convened in Abidjan to validate the study of the National Territorial Planning Scheme (SNAT CI-2045). The event brought together key stakeholders including government officials, prefects, local authorities, technical and financial partners, private sector representatives, civil society, academics, experts, and media professionals.
The validation marks a critical step toward adopting the country’s first national framework for territorial planning. Once implemented, the SNAT CI-2045 will serve as the guiding compass for public and private investments, ensuring more balanced development across regions while enhancing the effectiveness of government action.
In line with President Alassane Ouattara’s strategic vision, the Government continues to strengthen its national planning system to support economic, social, and environmental transformation. Territorial planning is central to this effort, promoting fair distribution of investments, unlocking regional potential, and aligning development policies for greater coherence nationwide.
The SNAT CI-2045 is designed as the long-term reference for spatial development, defining how public and private investments are strategically located. It ensures alignment between state policies, local governance, and development actors by assigning specific roles to each territory. This framework harmonizes national priorities with local realities, ensuring no region is left behind in the country’s growth trajectory.
Dr. DIARRASSOUBA emphasized: ‘The National Development Plan (PND) 2026-2030 sets mid-term priorities, while the SNAT CI-2045 translates these into long-term territorial strategies. Together, they form a coherent public action plan across all regions. Our mission is to ensure every territory is an active participant in national development, each contributing its unique strengths.’
The validated orientations are the result of a rigorous, multi-scale consultation process. They stem from a deep analysis of the national territory and address key challenges: bridging regional disparities, managing rapid urbanization, boosting local competitiveness, improving governance, safeguarding natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire with resilient, competitive territories where shared prosperity thrives. It is built on five strategic pillars:
- Balanced territorial development — ensuring no region is sidelined in growth opportunities;
- Efficient urban and rural networks — optimizing connectivity and service delivery;
- Stronger territorial governance — empowering local authorities and communities;
- High-performing and inclusive economy — fostering innovation and equitable growth;
- Accelerated climate transition — embedding sustainability in all development decisions.
Following the workshop, the draft Scheme will be submitted to the Government for approval before being presented to Parliament. Once adopted into law, the SNAT CI-2045 will become Côte d’Ivoire’s first national territorial planning framework. It will guide state action by directing investments toward areas with the highest impact, ensuring a more balanced and sustainable development across the nation.
