The Minister of Planning and Development, Dr. Souleymane DiarraSSOUBA, led a pivotal national workshop in Abidjan yesterday to validate the study for Côte d’Ivoire’s National Spatial Planning Scheme (SNAT CI-2045). The gathering brought together representatives from government institutions, prefectural bodies, local authorities, technical and financial partners, alongside public administrations, private enterprises, civil society, academics, experts, and journalists.
The session marks a breakthrough toward adopting the country’s first national territorial planning benchmark. Once implemented, the SNAT CI-2045 will equip the State with a comprehensive framework to steer both public and private investments more effectively, enhance government efficiency, and promote balanced regional development.
Under the leadership of His Excellency President Alassane Ouattara, the Government continues to strengthen its national strategic planning system to support Côte d’Ivoire’s economic, social, and environmental transformations. Spatial planning plays a central role by ensuring a fairer distribution of investments, unlocking each region’s potential, and aligning development policies for greater coherence.
The SNAT CI-2045 serves as the long-term blueprint for spatial organization. It defines where public and private investments should be located, harmonizes the actions of the State, local governments, and development actors, and assigns specific roles to each territory based on its strengths.
“The 2026–2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these into a long-term territorial vision and will underpin future National Development Plans. Together, they ensure coherent public action across the entire country. Our duty as the ministry responsible for spatial planning and regional development is to ensure every territory contributes meaningfully to national progress,” Dr. DiarraSSOUBA emphasized.
The draft orientations, now up for validation, result from a thorough, multi-scale participatory process grounded in scientific analysis. They address pressing challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, improving local governance, protecting natural resources, and deepening regional integration.
The SNAT aims to build a Côte d’Ivoire of resilient, competitive territories where shared prosperity thrives. It is structured around five strategic pillars: balanced territorial development, a more efficient urban-rural network, stronger territorial governance, a high-performing inclusive economy, and accelerated climate transition.
Following the workshop, the draft Scheme will be submitted to the Government and then to Parliament for adoption into law. Once finalized, Côte d’Ivoire will have its first national territorial planning reference, guiding State action to channel investments where they have the greatest impact and foster balanced nationwide development.
