The Minister of Planning and Development, Dr. Souleymane Diarrassouba, led a pivotal national workshop in Abidjan this week to validate the study for the National Territorial Planning Scheme (SNAT CI-2045). The gathering brought together key figures including representatives from government institutions, prefectural authorities, local governments, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and journalists.
This milestone paves the way for the adoption of Ivory Coast’s first-ever national territorial planning reference framework. The SNAT CI-2045 will equip the state with a robust national planning tool to guide public and private investments, enhance the effectiveness of government action, and promote more balanced regional development across the country.
Under the leadership of President Alassane Ouattara, the government continues to strengthen its strategic planning mechanisms to support the Ivory Coast’s economic, social, and environmental transformations. Territorial planning plays a central role in this vision, ensuring a fairer distribution of investments, unlocking the potential of each region, and reinforcing the coherence of development policies.
The SNAT CI-2045 serves as the long-term blueprint for spatial development, outlining where public and private investments should be strategically located. It harmonizes state interventions, local governance, and development actors by assigning each territory specific development priorities. This framework will underpin future National Development Plans and ensure cohesive public action nationwide.
Dr. Souleymane Diarrassouba emphasized, “The National Development Plan (2026-2030) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these into a long-term territorial vision and will serve as the foundation for upcoming National Development Plans. Together, these frameworks ensure consistent, territory-wide public policy. Our mission, as the ministry overseeing territorial planning and regional development, is to ensure every region plays its part in the nation’s progress.”
The validated proposals reflect a thorough, multi-level consultation process that combines scientific rigor with broad participation. Grounded in a comprehensive national assessment, these orientations tackle critical challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 envisions an Ivory Coast where all territories are resilient, competitive, and capable of fostering shared prosperity. Its strategy is built on five pillars: balanced territorial growth, a more efficient urban-rural network, stronger local governance, a high-performance and inclusive economy, and accelerated climate transition.
Following the workshop, the draft scheme will be submitted to the government before being presented to Parliament for adoption via the law establishing the National Territorial Planning Scheme. Once enacted, this will mark the first time Ivory Coast has a national territorial planning framework, guiding state action to direct investments where they will have the greatest impact and promote balanced national development.
